Not exactly sure what the error is that you may be experiencing, but, here is some information involving not being able to add favorites to IE that you might be interested in.

If neither one of those Knowledge Base articles resolves your issue, if you still have your alternate source available, have you tried Easy transfer to transfer this information over?

It may be what you are needing in order to accomplish the import.
 
If that doesn't resolve your issue, please let us know what errors you are receiving, what revision of Internet Explorer you are using and the process used to import those bookmarks/favorites, as well as any other information you feel would be important

Make Sure that your System Meets the System Requirements

This error can be due to some configuration requirements for you system. If your computer hardware is not up to par, then make sure you update where necessary before continuing:

Microsoft Windows Requirements :

• 1 gigahertz (GHz) or faster 32-bit (x86) or 64-bit (x64) processor
• 1 gigabyte (GB) RAM (32-bit) or 2 GB RAM (64-bit)
• 16 GB available hard disk space (32-bit) or 20 GB (64-bit)
