Any App is not opening in Windows 8.1 after upgrading from windows 8

hi

I upgraded my windows 8 to 8.1 and after using 1 or 2 day i am getting some problems like :-

1) Any App is not getting open including windows Store.

2) I cant go to settings too.

3) When i change the view of any folder to Large or extra large it automatically gets default to Detail view.

4) while searching anything in start home screen it lags a little.
 Please tell me how to fix these problems without formating.
