[Solution] All programs, including explorer, stop responding.

All programs, including explorer, stop responding.

Hello and thanks in advance.
Recently, all programs turn totally unresponsive, eventually stop working and then have to be closed.
This includes windows explorer, when this happens the only thing I can do is shutdown.
When this happens I try to use keyboard short cuts such as 'CTRL
+ SHIFT + ESC' however these don't work either.
When trying to use 'CTRL + ALT + DEL', a weird error message mentioning user and login details pops up telling me they can not retrieve them and if the OS is unresponsive, press 'ESC' (which does nothing), or
restart.
I have run countless virus scans with 'Malware-bytes anti-malware', 'Microsoft Security Essentials' and 'ESET smart security'.
I have also ran many "SFC /SCANNOW" commands, all of which have brought up no errors, checked my drive for errors, created
a new account to see if it still happens (It still does, however it is fine in safe mode), troubleshoot start up conflicts and created dump files for these crashes.
These problems still persist and I have noticed that, after a clean start up always happen,
then when I have a unclean shut down and boot it back up it seems to work.
Once again, thank you very much in advance for any help and support.
