AVG Deleted and now IE stopped working and Control Panel links

I deleted AVG 2012 the hard way through RegEdit because it refused to let me delete it and now my Control Panel links, and Internet Explorer wont work.
I cannot uninstall IE to even reinstall it and it says a installment never finished but yet never finishes.
I can also not even restore..I am so confused at what to do..

Method 3
You may run System File Checker tool.

Method 4
You may check if you’re able to uninstall Internet Explorer in a clean boot state.

In this method we will try to Boot in Safe mode with Networking and see if the error still persists.

  • Search "MSCONFIG" and Open.
  • Click on Boot Tab
  • Tick Safe Boot in Boot Option
  • Select Network.
  • Click Apply and OK.
  • Reboot your System.
