Cannot Install Software When Logged in as Administrator

Ever since the October updates, every time I attempt to install ANYTHING (update an existing utility, install a new game, whatever), I get the exact same error message:
 
"You must be logged in as an administrator when installing this program."
 
Note, as I said, I am attempting to install FROM MY ADMINISTRATOR ACCOUNT when I get this error message.
 
I have tried:
"run as administrator" (which really doesn't make sense to me when I'm logged in on my administrator account)
disabling my antivirus and anti-spyware software
disabling UAC
editing ownership, to ensure my administrator account is listed as the owner
running from a cmd.exe window
running sfc /scannow to find any corrupt system files (Result: did not find any integrity violations)
 
None of it has had any beneficial effect.
Has anyone else found a solution to this type of problem?

Still unable to successfully install.
Now getting error code 6 instead of error code 5, though, in addition to the "Must be logged in as administrator" error.

• Go to the Start button.
• In the Search box, type "cmd" (without quotes) and press Enter.
