Cannot load data from either E or F floppy drives on HP desktop

Help, please!  I have an HP desktop running Windows 7 Ultra.  When I go Start Menu ---> Computer, a green band appears at the top of the screen.  It takes at least five (5) minutes for the ribbon to go green all the way across to the "x" on the right end. 
Then, sometimes (but sometimes not) the computer's config icons show up.  If I've loaded a CD into Drive E or F, that drive's icon shows on the screen, too.  Next, when I right click and select properties, the files size on the CD show up.  But, if I "open"
the CD, or drop back out of the min-menu an left click on the E Drive icon, the green band reappears at the top of the screen.  After about ten (10) minutes, and just before the green band as spread across the screen to the "x" at the right, it gets hung up. 
NOTHING happens after that, except for the pulsing of the green band that never reaches the end of the ribbon.  At this point, I drop out of the endless loop and start all over again.  And then again.  And then .

.  you get the picture.  Incidentally, it
makes no difference whether I put the disk into Drive E or F, same problems.  Similarly, it makes no never mind which type of CD I install on either drive.  I've tried all permutations of CD +/- and DVD +/- in either, and both, drives sequentially and simultaneously. 
No go.  Any and all help would be most/most appreciated

Check if there are memory problems
